Has This Kind of Thing Actually Happened in Russia?

Russian corruption is portrayed so convincingly and realistically in Durak that I wondered if this has really happened, and more than once - that buildings have collapsed and many have died, in Russia, because nobody cared and because there was no money anyway to help due to everyone being on the take. It also got me thinking what other horrible tragedies have happened in Russia for the same reasons. Anyone know anything? Thanks.

I was born in USSR in the 70s. Luckily for me my mother was smart enough to escape abroad (it wasn't easy then, almost impossible actually). I watched this film tonight and as horrible and sad and hopeless as it portrays the situation in current Russia - it is indeed all true... The corruption is live and kicking; you either 'close to the feeding plate' and then you can somehow survive or you are doomed to life of no hope and no escape. Drugs and alcoholism, prostitution - is all there. Sure in big cities (Moscow, Petersburg) its a bit better...but the peripheries are doomed
