Inspector Gadget

If you think about it, Batman is really a dark, grittier version of Inspector Gadget. Batman's got his utility belt, not to mention cowl and gauntlet gadgets at his disposal. The Batmobile is the Gadgetmobile. Oracle is Penny, Gordon is Chief Quimby, Scarecrow can be Dr. Claw... and as far as Brain, there isn't really a counterpart, except either Robin or Nightwing.
