My best guess is she's supposed to be based on Lara Logan, a south African.
shareHer character was an English-speaker with a Dutch surname, and I believe there was a reference in a deleted scene to her working in London.
I would guess she was a South African who had spent so much time in Britain she had started to talk like the locals.
So she ended up with an accent that was sort-of British, except when it wasn't.
