I assume the electrician is not from the town, considering he didn't seem to know what was going on in the basement. So what was his story for what happened to him in the basement? The husband seemed to blame it on the boiler...

It seemed like he was unconscious when they took him to the hospital, so he probably never got the chance to tell them what really happened. Paul just assumed it was the boiler.
