Question about latest Bosch book

I know this has got nothing to do with the tv series but maybe some die-hard MC fan could answer this for me. In The Crossing, Harry is cleaning bike parts on an old newspaper and he notices a photo of the state's ex-governer, who used to be an actor who specialised in all action hero roles.He recalls how this poltician, as a last act before his tenure runs out, pardoned the son of a congressman-crony who had been charged with murder. Through the musings of Harry, you get the impression MC is having a very obvious dig at a certain person! Does anyone know the story behind this?

Are we talking about the big foreign guy who used to be an android from the future and once fought an ugly alien life-form somewhere in a South American jungle ha ha?
Yeah. He commuted the sentence for murder dished out to Estaban Nunez as his last parting act as Governor of a certain state. On the face of it, a charitable act. The reality of it however was that Nunez was the son of a top Democrat (and close friend of said Govenor) from the same state.
