Is season 2 better than the abomination that was season 1?

I'm only asking because in season 1 then the police seem to be totally inept.
As usual they use technology when it heightens dramatic tension rather than use it to catch public enemy No.1
Is there an improvement in season 2?
As in, can they track a sodding mobile phone location?
