Mongolia is not publicly discussing such a referendum, but there are in fact factions within Mongolia who feel that becoming an autonomous region of Chine -- or even becoming a part of China outright -- is something that might benefit Mongols and help modernize the area. That's attractive to people who want to see a modernized Mongolia, which is mainly a very rural "Third World"-type country -- but not all Mongols think such modernization by China is a good thing.
