Was Annie supposed to have a French accent?

I really couldn't tell.

The actress is French Canadian. Their French has a much less pronounced accent than Parisian French.

where the actress is from isn't the question. her character is supposed to be French but her accent was poor.

Yeah I had come to the conclusion at some point that she was an American in Paris. But then I thought not - and then I didn't care she was just pretty hot to look at.
