Apparently they live in an alternate universe

Where you have no locks on the door (or can't put one in) and can't call police to file complains if someone abuses you (hot sauce on dildo) or tries to track you (cell phone tracker).

*beep* film.

And, of course, no one has a password on their laptop or phone.

The thing that is the most unbelievable to me, is how they just allowed her to say "no" when wanting to evict her. It depends on how often you collect rent, but assuming it's monthly, they could have just wrote up a 30 day eviction notice for her. Deal with her for a month, then after that if she's still there, she can be arrested for trespassing. If they collect rent weekly, they could have had her out in a week.

Or call the police to evict her.

It really depends on where you live. I have lived in a city where the tenant could burn the place down because of a meth lab explosion and unless there are charges filed by the prosecutor, and maybe even if charges are filed, you, the property owner, can be sued, by the tenant, and LOSE, if you change the locks.

It's like old divorce (and new transgender) laws; one party has, historically, been screwed over by the other party, so for a while at least, the laws are tipped heavily in favor of the (historical) underdog.

To paraphrase what a sociology professor told our class: what seems clearly evident to you now, is only a blip in the overall timeline. The pendulum has to swing wildly for a while before it hovers over the middle line.
