Black widow is a spy, it would be very sloppy of her to have a Russian accent or look Russian, how could you be spy if they can just make you like that?
So casting director has free rein to choose. The point is that black widow is a seductress, and Scarlett Johansson and Jessica Alba were the sex symbol at the time. Black widow definitely has no Latin blood in her. So Scarlett is a no-brainer.

Similarly, black widow, once she became an avenger and been on TV, she was no longer a spy, just an agent. But before that, she was trained to be a spy, like all the girls from red room.
