What is this story about? SPOILER
First his message is ignored by command, killing this girl. Then he goes after the armsdealer for years on a personal hunt.
Wouldn't it make more sense if he set out for command for killing that girl? There sure was nothing personal between him and the armsdealer to justify the hunt.

The movie was supposed to be about A GOOD MAN (Seagal), who's neighbor's little sister is kidnapped by gangsters. However in the special features the director talks about Seagal, I suppose out of a need to have all his characters be exactly the same, adding the Ex-Special Forces angle with the botched mission and revenge plot. DOES NOTHING FOR TWO YEARS!
Not until his neighbor is kidnapped does Seagal's revenge finally boil to the point where he finally goes after the bad guys and proves that he is such A GOOD MAN he expects sexual payment from the teenage sister of the kidnapped girl after he saves her.
