Peggy Carter is an elder woman retired from SHIELD.
Nick Fury (or Tony Stark) visits her with shocking news:
Steve Rogers has been found alive in the Arctic and is going through a readjustment period.

In the closing scene
Paggy and Cap finally meet again after 70+ years.

It wasn't the first time they'd met since the war, but the point of it was that, due to her deterioration, she was always slipping back into that first moment since the war. So even though they've surely had who knows how many conversations since he's been thawed out (and he's been thawed out for a year as of the events of The Winter Soldier), they still showed us what that first reunion was like when she realized that he was still alive. That's the heartbreak of that scene... because of her Alzheimer's and/or dementia, it's happening over and over and over and over and over again.

That's something they *might've* done if they weren't planning for a third season. The last episode ended in a cliffhanger for a good reason-- they expected to return. But unfortunately, it wasn't the right decision as the show ultimately ended up getting cancelled.

I, like most Agent Carter fans, would have been pleased if the show had gotten a proper ending (much like the OP's suggestion) and, of course, another season or two. And while unlikely, it'd been great if Cap was the first big Avenger to appear in one of the shows.
