How can Bruce get permanent residence in Sweden?

Considering the couple isn't even engaged at the time of application for permanent residence in Sweden,how is this possible? On what grounds is Bruce applying for residence, also how come the government employment authorities try to find a job for him considering he's not even a resident?

Could be a cohabitation or civil partnership residence permit or just a temporary visa in expectation of any of those, making the question of whether to get married still relevant.
