I thought it was snow at first, but then Caesar blows away at the end. 

Could be. That would be interesting. Could just be a fancy artsy fartsy teaser with no meaning.

Been a POTA fan since the beginning and also really liked the two previous films, but IMO these are going to get stale pretty quickly if the story direction doesn't expand in terms of scope. Also needs a 3rd protagonist introduced at some point...some other kind of subplot threat to the survival of ALL living things on Earth. Famine, Wasteland, nuclear disaster, mutants, underground society, time travel w/the astronauts easter egg in the first redo film, Ape disease, global warming, rogue wave, locusts...something. Lol.

Apes vs Humans is the focal point i get that, but i don't want to see two or three more of these films following Ceasar every 5-10 years that contain just more human vs Ape social drama.
It's science FICTION. Open it up.

I have my doubts with todays writers and the formula$ that ultimately drive$ these films. Still, i'm hoping for some further creativity.

Nope, it's snow. Majority if not all of the film will take place in winter according to the teaser trailer at Comic Con.
