Nightmare on Elm Street.

*****possible spoilers*****

Murderer dies, and comes back in a supernatural way and kills a bunch of people. Instead of dreams, he's able to come back through water. I know it sounds pretty lame but I was entertained with the flick.

Absolutely. Along with your spot-on "spoiler" description, look at the official movie posters for both of them. Very similar.

Also, I sensed a Final Destination vibe, as well as similarities to Candyman (which was clearly influenced by ANOES).
