They had good chemistry, especially the part talking about her bras. Instead she goes home with some random guy to *beep* who turns out to be crooked and nearly gets herself killed. Why didn't she just get some solid dick from Reggie?

I think when Reggie was cracking a joke about being married; something about being married to his sister.
My thought as well -- he was very casual with her (and she was casual with him) in those scenes. They seemed like "buddies" who had worked together and been in the friend/co-worker space for such a long time that any sexuality or romance between them would disrupt their bond. They also had to protect each other in potentially very dangerous situations so I think this added to their "friend" bond.

That's called "fishing from the company pier." Especially in dangerous lines of work, you wouldn't want to compromise your relationship by adding layers of emotional involvement with someone who may have to save your life.

Then there is also the persistent Hollywood phobia of showing a white leading woman humping a black man on screen.
But its also worth noting that some people do have close platonic friends of the opposite gender. It does happen.
I third this. There may have been some weird prejudiced thinking behind Reggie and Kate not hooking up, but it's more likely they just didn't want to complicate their relationship with sex.
