Why wasn't Kate supposed to go into the bank?

The subject line says it all -- why wasn't Kate supposed to go into the bank?

Because they IDed her as the FBI by the camera in the bank. (You saw them give a shot of the camera screen seeing her, implying she was being watched) So that's how that dirty cop knew who she was.

When in reality Josh Brolins character knew she would go into the bank, so they used her as bait, he didn't really not want her to go in, as they needed her to lure someone out.

Also seemed the bank manger was dirty and getting a cut out of the regular deposits, so sold her out

The bank manager gave me the same impression - his nervous look as if he knew his time was up (either Mexican cartel takes care of him, or allegations are made that he was part of this money laundering).
