Aren't the parasites very similar in form to las Plagas in REIV off the Spanish coast?

They're sort of. Maybe the makers of RE4 had inspiration from Parasyte to create the Plagas.

I'd say definitely, considering how this was established well before RE4 and was popular enough to be noticed within creative circles.
