was Dalia supposed to be Clio?

From the very start of the movie the office girl or paralegal played by Dianna Argon was always in each shot either in the background or off to the side. Too much just to be window dressing I thought. I kind of expected that the escort "Clio" which Sam never ends up meeting would turn out to be Dalia. Even when the FBI guys say that "someone in the office is implicated" it still could have gone down this path, notice just before this scene too there is another shot of Sam in a meeting with Dalia prominently beside him almost like reminding the audience about her. Straight after that Dalia tells Sam she's leaving and it's her last week.

I just thought it was really strange to build up her character and have it not play out. Never do find out who Clio is either.
