uh, WTF with the CIA to police action.

So from the get go, the CIA was in charge, with Topher Grace in charge of the operations, and up until that point, the only police action had been the first interaction, and then when the big wig comes along and basically shuts down the operation, THEN, FINALLY the regular police/swat show up to deal the situation at the store??? That just makes zero sense.

Also, how did TG seem to always know where they were at, without anyone feeding him the intel?
