I can understand Logan living like that, because he's an outsider and loner, but it doesn't make any sense for Xavier to live in such poverty.
He'd lost all of his students either through them dying/being killed, then had to live with the Westchester incident...he probably was so far gone and senile he didn't know if he had money or not.

No, we arent told what happend there, whether his money was gone or confiscated, or whether he just couldn't access his money without being traced. Or maybe he just forgot his pin number.
He lost his mind and inhibitions from age, and the government was after him. So he either threw all his money away, or the government took it / prevented him from using it.
