He was a member of M5. He was the "mole" within the system. He had orchestrated the access code which had turned off the cameras that security was trying to use. In the garage scene, they make it look like he thought he was doing something honorable, to save the world from the way it was headed. A bad guy though.
shareWe saw his character in the "crisis room" when everyone was trying to figure out what the heck to do. He was a minor figure, but clearly everyone knew who he was, so I guess a regular member of the team.

The only thing that made no sense was, that when the woman showed up he should have known that she is a wiz of all trades. She would have found out quickly. He should have been out of the country by then.
Also the last scene didn't make any sense. He was standing like a car length away and even hadn't the gun in sight. And suddenly she double taps him, instead of shooting him in the knees and let him suffer in a hellhole of a prison somewhere.
