Why were the doors of the cathedral closed as the President and the agents were trying to enter during the attack? Were the doors closed by participants in the attack or just by innocents who panicked?

sharewhen i first saw this movie, i first thought the new British PM was in on it because it looked like him closing the doors. i can only think that it was people involved in the attack that closed them.
shareI originally thought it was closed by the enemy but more than likely just closed by someone trying to keep safe, with all the craziness going on -
