I terms of the cost of war they're cheap as hell. I don't know where you're getting $28 million that's really high for an MQ-9. Wikipedia (I know it's not the best source) say's about $17 million. Maybe a global hawk is $28 but that's a completely different mission.
With a drone it can go up for an extended amount of time on one tank of gas and loiter over a target unnoticed. An F-16 must constantly go in and out of the box to hit a tanker, so now there's two aircraft in the air to watch the target. This is more fuel spent, and twice the ground maintenance cost. Furthermore, an F-16, isn't silent so the target know's they're being watched and will flee the scene.
UAV are the future of warfare, and the way to go.
