Is Traci naive or stupid?

Traci is so surprised when her mother tells her early in the movie that the teacher won't be able to ever teach again. This is news to a 17 year-old??? Is Traci naive or simply stupid? If the movie had kept going, she should have faced some legal sanctions for her lying.

Yeah, we never got to see her comeuppance, did we? But she was totally stupid actually. She knew all along that Devin had lied through her teeth, yet didn't suspect that her own life might be in danger and towards the end goes off on her bike merrily pedalling away without a backward glance.
