I highly recommend the first film from 2001 but this film was not very good. It did not know what it wanted to be and was just a mess unfortunately. Very weak story and editing. Disappointing because I know it could have been so much better.

shareFriend did make it stateside via DVD. I saw it at mainstream video rental stores like Blockbuster. Not sure if Netflix has it. It should be on Amazon or online DVD stores. The Korean (or maybe Hong Kong) DVD is region free also so it can play on Region 1 US DVD players as well. I hope that at least helps you get started.
Friend was one of the first Korean films I ever saw and I really loved it, so I highly recommend it especially if you like gangster films.
