how and why sneak into the car?


I am still in the middle of watching it but there is a scene I don't understand.

In the middle of empty fields, two detectives are watching a house from a distance inside their car and suddenly a young man appears at the back seat and puts his knife to the throat of the driver. It seems that he sneaked into the car long before (or he is the man they have followed since the beginning -in that case he should have get in when they were smoking outside!) and with dubious intentions asking "who are you?". It is so stupid. How could they not notice the presence of another man at the back seat for so long sitting in the car? Why do they take it so normal and let the man go so freely?

It doesn't make sense. looks like a cheap plot device.

The irony of this scene is that it will give the old cop the knife that will allow him to eliminate the serial killer and save his partner's life.
