A decent idea ruined

By poor direction and script and some appalling acting, especially by the police woman, and atrocious action choreography.
Kemp, Payne and Bergin were fine, the female lead was ok, and Davis was on autopilot. The rest were utter cr*p.
How do films like this get financed?
