Pretty sure the badass villain is the warden. I'm sure to the government they're police, they are just corrupt. Just a movie, no need to nitpick so much..I'm sure it happens in some third world country in the world.

At the beginning of the film, the name of the prison is written on screen. Named after this real life one:

And this first scene it shows the officers opening the gate calling him Warden. A great set piece to the film. The corruption is noticeable when they falsely pin Wu Jing (Chan Chi-Kit) with another convicts file. It represents a well known prison compound in Thailand. I wonder if the exterior shots are of this actual prison?
