Somebody said it was filmed in Georgia (the country) in this video (which is the song that the kids sung in the karaoke scene):

Also, yea, the accents seemed all over the place/out of place.

Im wondering also if the film setting was meant to be Georgia? Or is the film meant to depict some fictitious hilly country.

It was filmed in Victoria, Australia and the exteriors were filmed in the former Eastern Bloc country of Georgia. It is intended to look as it does, in an interview the filmmaker described it as "unnamed Eastern Europe." My own thought is that it appeared like the failed Eastern Europe countries, with massive concrete tilt-up structures and ugly functional architecture. Bare ground, rusted metal gates and stairs, almost a science-fiction steampunk look. Cheap, ugly, and decaying.

What threw me was that the film language was English. But the accents are not Australian, English, or American. Most of the actors have a native language, or strong fluency, in a language other than English so the accents are distinctive. Cassell is French. The look is Eastern European. There are a few women of Asian, African, S. American descent. It worked well, because it took me out of reality and out of my present-day mentality of what my western country looks, feels, and works like. There is a fantastic soundtrack with karaoke songs that sound instantly familiar, but are original to the film; if you listen closely to the words of the songs, they will really enhance the story and make a great deal of sense at the end.

Very strong characters, with strong bonds and emotions. When hypocrisy or "untrustworthy" behavior is exhibited, there are consequences in loyalty, those bonds, and questioning everything that came before. Loved this movie.
