Probably budget reasons. Science fiction has to draw more audience to justify its costs. That leads to all those middle-of-the-road shows who do not really dare to get too smart. A SF show with the cleverness of Breaking Bad or The Wire? Unthinkable. Instead they fall back on tropes, prefer to show montages instead of answers and generally shy away from disclosing any overview of the situation, as that would mean committing to the world they created instead of pulling new gimmicks out of the hat whenever needed.
A show like Bosch shows the same scenery minus demons minus digitally enhanced backgroundplates, minus scenes involving lots of extras. Crime drama is a safe bet, cost efficiency and clear rules, which allow an elaborate story to take place, as the general motivation (perpetrator wants to steal or murder, job of cop is to catch him) does not have to be established. Which highlights another flaw of this show (or let's call it "flaw" in quotes, as the show never got the chance to elaborate on it), that the characters seem to be the typical people one would put together for maximal drama, a bit like Lost (although Lost was much more careful to reveal who was who) or perhaps Big Brother.
