Innocent Exploration?

I was watching an interview of the actors from Sundance and the Mom mentions how apparently one theme is about how innocent and healthy sexual exploration can be confused by adults and shamed, are they referring just to the siblings or Molly too?

It's confusing how the Mom rationalizes everything as starting with innocent exploration, but apparently it became abuse when Keith was blamed, because he ends up perpetuating the abuse.

If it were just innocent exploration then why would he do it to his daughter? Or was he just using her as fodder to get revenge on his sister?

Definitely this. For Keith, impressing your mom is the most important thing in life, and that event of him being soley blamed for Cindy's idea ruined him for the rest of his life; no matter what he did, he was going to be unfairly judged by his mother. It was pure revenge.
