I liked the beginning 15 and the last 20 minutes. It's that middle that dragged-dragged-dragged, the brother that wasn't needed AT ALL, and I really liked the first female horseman. This one wasn't SO bad, I just liked the other one's sparkle and how she interacted with the others.

I really liked the first movie, but this one suffered from the old sequel jinx. Bad writing, contrived situations, the ridiculous use of hypnotism, the whole thing was a mess. Too bad, because as you say, it could have been really good. The trailer looked so interesting.
I totally agree the Woody Harrelson twin was extra baggage, completely unnecessary, and a distraction. I think it was a misdirection, in fact, because I kept thinking he would end up being either a mole, or was actually Meritt pretending to be Chase.
