Question about Mark Rufallo's character

So his cover with the FBI was blown and he was still able to get Morgan Freeman out of jail just with a fake badge? He's a wanted criminal by this point, no? Those guards must have had his mug shot or even seen his face on the news. Why didn't he get arrested right away?
