This season's villain - kind of futile?

With all the other seasons' villains, they've had some kind of strong connection to Barry or at the very least one of the show's lead characters.

But Devoe seems different. It's like we're all waiting for the big pay-off/reveal of how he's connected to Barry - but as of right now, he doesn't seem like he is and it all just feels like 'who are you?' but not in a way that makes me curious about it. And in the meantime, I'm not that interested in watching him. And what we see of him is not really entertaining to me because I don't feel that connected to his character.
