wouldn't he still know that the top light is stop and the bottom one is go after 18+ years on this earth?

I wonder about that everytime I see a color blind character in a movie confusing the lights.

I'm sorry, I can't get over the fact that two phone booths are somewhat fighting with each other.

I noticed that, too. Only defence for the director was the youth might not have been a car driver and thus had never had any formal driver training. It might seem like an obvious goof, but maybe not so obvious to everybody.

He should be able to cross the road safely with your argument. Even so, anybody waiting would wait for the traffic to stop.
