It's obvious they weren't going to sell the skeleton, they had it setup for the museum there. The government probably wanted it somewhere else in a major city all along, where it could generate more income.

Whats the big argument about the 5,000 offer too? So what? Even if it was low, they offered and he accepted, that's it. They obviously didn't have a ton of money themselves. They knew it was important, but it wasn't even fully unearthed yet and there were LOTS of reasons it sold for the extremely inflated 7.6 mil by the time it was finally auctioned.
