As with many chemicals in the world, it all depends on how it is used and in what concentrations.

Diluted nitroglycerin is a vasodilator and used for angina and to dilate the blood vessels to improve blood flow.

Sure, if you dilute it it would be safer. Then what is the point of bringing it along if it's safer? After all, Guncotton is just nitroglycerin soaked in cotton or some other cellulose base.
