Are they supposed to be 13-15 year olds in the beginning of this series? The man mentions training them for 13 years and are stronger than grown men so I am I right in saying they are 13 in episode 1?

Ken was about 12 or so when he started training under Gouken (this is the young Ken in the series that you see during a very brief flash back). In the original SF storyline, Ken & Ryu leave their training at about 23yrs old, so you could say that they're around 23yrs old at the end of Assassin's Fist.
If you're asking if Christian Howard & Mike Moh played 13 yr olds in the series... the answer is no... Not sure how the fk any moron could even think this.. Throughout the majority of the series, they're either in their late teens or early 20s.

Except for the fact he said he's been training him for 13 years and there was a cut scene where he is clearly training a 3 year old, max 4. You can absolutely train 3-4 year olds to fight, if you are dumb enough to believe that you can't then there are hundreds of videos online and reports that would prove you wrong.
In that scene, he was not 3 or 4 yr old. Know what you're talking about before you argue with someone who knows the storyline of Street Fighter. I suggest you go do research regarding their ages since this is clearly going nowhere.
Also, I don't know where you got the idea that "4 years passed" since the first scene... The first scene in episode 1 is 1987. The final moments in the series is 1989 (according to episode 0). That's just 2 years.
As the other poster and I have stated, they are in their late teens/early twenties throughout the entire movie, except for the flashback with them as younger kids.
If you still don't believe me, then go do some research on google or some street fighter forum. I'm much more familiar with the SF storyline than you are.. so don't bother arguing with me, cuz it seems like you know very little about it.
