Question about civil marriage in Israel

Interesting film. I learned from reviews of this film and commenters that there is no civil marriage in Israel, only religious marriage. My question is what happens with two secular Israeli Jews that desire to marry. Do they have to go also to a rabbinical court? And if they desire to divorce?
