He's not an idiot or mentally challenged. Clarence is really just naive and a goofball.

Weird is the new normal.

He may not be an "idiot"...but he is sadly ranked last academically in the class according to the bell curve in Ms Baker's notebook, even behind Percy.

clarence is a free spirit who has no interest in conforming to anyone's expectations.

he may be a genius, but he just doesn't care about that.

think of him as a kind of human 'kitten', and appreciate his cuteness and playfulness.

No, his mom has the same facial design. If he was supposed to have Downs or something, he wouldn't look the same. He has ADD or something. Just... hyper.
