Really badly written

On the one hand you've got a number of serious issues, but then you have the American character acting like something out of Whoops Apocalypse. The tonal shift is shocking. The character could have been toned down and made considerably more menacing. Both he and Tate's character say things which no rational being ever would, and it destroys what could have been a very warm-hearted film. The lampooning of the paperwork and the way they poked fun at superhero tropes worked well.

Anyway, if you want a British take on Superheroes, try to track down "Temps", a story anthology from 1991. It's out of print, but second hand copies crop up or your library might have it.
