I've heard that you can buy Twitter followers. I've even seen a web site that lists how many followers you'll get and for what price. Is this possible on the IMDB too? Reminiscence: The Beginning has a 7.9 rating with 1,175 votes. Yet it has only three topics on the message board (now four) and only seven written reviews. Six of those seven were written within a three day period back in 2014. Pretty strange.

Anyway I found this film to be really boring and I couldn't make any sense of the plot. Really bad. A lot of it looks like it was shot on a handheld digital camera, something I can't stand in cinema.

I think you may be onto something with the rating/votes.

Since the negative user reviews have started coming in here in April, two new positive reviews were posted on April 27. They sound similar to each other in writing style, and similar to the positive reviews from last year.

Anyway, I hate to say this, but this was one of the worst movies I've ever seen, with laughably bad acting and dialogue, and an unintelligible plot. It would make for a great episode of MST3K, though.
