Trouble is, these people neither want it or have asked for it. A small faction might but from what I gathered from the series is that the hate filled majority does not. Nessa Stein was an idealist. She thought she could fix everything through her foundation. Peace does not come easily to people who have been severely beaten down by decades of injustices.
