I don't know if upside down ripped off this anime, even though it came out before patema. patema was in production much longer, so who knows. There's lots of historical times different movies with the same concept came out at the same time, seemingly having nothing to do with each other. but it hardly matters, this was better.

Upside Down has brilliant chemistry between the two leads, but has the most flaws in any film I have ever seen. I remember after I watched Upside Down, I made a list of all the flaws and I got to 20! How did that ever pass script stage?
Its a film I thought could have been fantastic. A significantly missed opportunity.
I just bought Patema Inverted Ultimate Edition of eBay for £40 (the most I have ever spent for a single movie by about £25) so I hope its good :) Seeing as its limited to 1500 copies I felt like if I didn't buy now I would never get it.
Both great films, but I enjoyed Patema a little more because that world was more of a mystery and we didn't know till the end of how that world worked instead of in Upside Down where the 2 worlds were a few hundred feet apart. I wouldn't say one ripped off the other, though they share the same premise they are pretty much are completely different in every other way.

shareWhile Patema Inverted the Movie came after Upside Down, the manga and the prologue episodes were actually produced before that. So Patema Inverted would be the first to implement the concept between the 2, in if one were to be the rip-off it would be latter.
