Even though the sequel was not ad successful domestically but I wonder if a third film will happen in 2017 to conclude the series.

Dolphin Tale 2 nicely tied up all the loose ends, thus a third film is not really needed.

it would be nice to see if hazel and sawyer finally get together they teased a relationship between them in part 2

Sorry but I think it is very unlikely at this point. If the sequel had been more successful I could have easily seen them making a third film but you have to remember this movie come out 2 years ago and I haven't seen any talk about a third movie apart from unconfirmed rumours on the internet which is not a good sign.
