A realistic Purge...

Would not look like this. It would be a bunch of people setting fire to the whole city. Just going block to block setting everything on fire. No police no firemen. The city, *all* cities would be burned to the ground.

That is exactly what's stupid about this movie. Someone who wants to blow up the entire city doesn't give a purge about what's prohibited and what's not.

But whos enforcing that rule? You could set a building on fire and it would be 12 hours before any firemen or police respond to it.

It's possible that the purge had being going on for long enough that people don't want to burn the city and have to rebuild it afterwards.
