Yeah that's how I took it. The government encourages the purge for population or social class control (something like that). They're just facilitating the process.

That wasn't the government.
That was a dude called "Big Daddy" (the guy in the back of the truck with the big machine gun...) hiring a personal army to purge for him, and grab a couple of bodies for him to personally "purge". The masked dudes mention this whilst grabbing the two woman in their apartment.
Try actually watching the movie next time! :)
Did YOU even watch the movie? "Big Daddy" clearly states that it's the government that finds that the normal purging is not enough. He talks about "the citizens" and "us".
One of the commandos earlier in the movie said that they are only doing their duty.
In the semi, they talk about that only the government has access to city surveillance camera feeds, so they figure out right then and there that it _is_ the government.
Try interpreting what you see in the movie next time!

The government wanted to have more people killed. Those people who were out there purging were doing the job the government wanted them to do. Killing them just defeats your purpose.
