*spoilers* why was the father such a background character?

I know Gail O' Grady was the star of this movie, but this movie showcased only one parent showing more love and affection for their deceased daughter than the other. I know the dad had that one fiery scene with James McDaniel, but one would have thought he was a Step Dad rather than the biological parent.
