Why didn't some of the other Zootopia characters get released in plush versions?

When Disney announced Zootopia The Disney Store released plush versions of the main characters Nick Wilde Judy Hopps Mayor Leodore Lionheart Mr. Big Assistant Mayor Bellweather Flash the Sloth Benjamin Clawhauser and Gazelle. But I can never figure out why they didn't have plush versions of Chief Bogo Mrs. Otterton Duke Weaselton and Mr. Manchas and Jerry Jumbeaux? Because those characters are an important part of Zootopia and they should've deserved plush versions also why wasn't Yax released in a plush version as well. I do know that The Disney Store later released a plush version of young Nick Wilde dressed in his junior ranger uniform but none of the other Zootopia characters were not released in plush versions
